British Library puts 19th C newspapers online (AP)

LONDON ? The newspaper coverage was troubling: London's huge international showcase was beset by planning problems, local opposition and labor woes ? and the transport was a mess.

It sounds like the 2012 Olympics, but this was the Great Exhibition of 1851 generating stories of late trains, unscrupulous landlords and dangerous overcrowding.

Coverage of the event is found in 4 million pages of newspapers from the 18th and 19th centuries being made available online Tuesday by the British Library, in what head of newspapers Ed King calls "a digital Aladdin's Cave" for researchers.

The online archive is a partnership between the library and digital publishing firm Brightsolid, which has been scanning 8,000 pages a day from the library's vast periodical archive for the past year and plans to digitize 40 million pages over the next decade.

A glance at the stories of crime and scandal shows some things haven't changed ? including grumbling letter-writers complaining about disruption caused by the 1851 exhibition, held inside a specially built Crystal Palace in London's Hyde Park.

"People were saying, 'This isn't good, I can't ride my horse in Hyde Park,'" said King. One regional newspaper editor complained that the "celebrated p.m. fast train service to London" arrived two hours late and warned visitors "not to trust themselves to the tender mercies of the numerous private housekeepers" renting out rooms at exorbitant prices.

The library hopes the searchable online trove will be a major resource for academics and researchers. The vast majority of the British Library's 750 million pages of newspapers ? the largest collection in the world ? are currently available only on microfilm or bound in bulky volumes at a newspaper archive in north London, where the yellowing journals cover 20 miles (32 kilometers) of shelves.

"We've got 200 years of newspapers locked away," King said. "We're trying to open it up to a wider audience."

There will be a cost to download articles online, though they can be accessed for free at the library's London reading rooms.

Most of the first batch of 4 million pages are from the 19th century, and include stories about huge international events, freak accidents and local crimes, as well as articles about Victorian celebrities such as Florence Nightingale, whose nursing of troops in the Crimean War made her famous.

There are stories of war and famine, crime and punishment, alongside birth and death notices, family announcements and advertisements for soap, cocoa, marmalade, miracle cures and treatments for baldness.

Crime columns provide a glimpse at rough 19th-century justice. Newspapers printed lists of people transported to Australia for stealing money, silver, cloth, hay and, in one case, "seven cups and five saucers."

The archive includes national and regional newspapers from Britain and Ireland, as well as more specialized publications. The Cheltenham Looker-On reported on society, fashions and gossip in the genteel English spa town. The Poor Law Unions' Gazette contained vivid accounts of workhouse life, and descriptions of inmates who had absconded.

King said the library hopes the archive will also help amateur genealogists find information about their ancestors.

Library staff have already highlighted a few links to the famous, including an 1852 appearance in insolvency court by Simon Cowell's great-great-great grandfather, Michael Gashion, and a local newspaper item about the great-great grandfather of actress Kate Winslet, who was "embedded in a mass of bricks and timber" when a hotel facade fell on him in 1903.

Bob Satchwell of press trade group the Society of Editors welcomed the archive ? some good news for newspapers amid all the negative press from Britain's ongoing phone hacking scandal.

He said the website "opens up a magical new window on a magnificent treasure trove of real history, recording the lives of ordinary people doing extraordinary things in vibrant communities, rather than merely the cold facts of politics and pestilence."

Hoboken, NJ November 29, 2011 Wiley-Blackwell, the scientific, technical, medical, and scholarly publishing business of John Wiley & Sons Inc., announced today it is a participant in the CrossMark service from CrossRef - a multi-publisher initiative to provide a standard way for readers to identify and locate the publisher-maintainedversion of a piece of content.

With the increase of online discoverability of different versions of a paper, it can be difficult for readers to identify what version of a paper they are looking at it can be the submitted version, the accepted version, the published version, or it can be enhanced, amended, corrected, updated, withdrawn and even retracted. There can be many versions of a scholarly article, leading to uncertainty over what constitutes the version of record; the CrossMark logo on the publishers' version will always alert readers to changes to a paper since its original publication.

"The CrossMark servicewill give readers a standard way in which to assess the trustworthiness of the article, and also whether it is the most up to date version," said Edward Wates, Vice President and Director of Global Journals Content Management, Wiley-Blackwell. "By applying the CrossMark logo to journal content on Wiley Online Library, Wiley-Blackwell is committing to the ongoing stewardship ofthe content we publish and to alerting readers to changes if and when they occur."

The program is currently in its pilot phase, due to launch in full early next year, and Wiley-Blackwell is one of five pilot publishers who have begun to implement the system onlive content.Once in place, clicking on the CrossMark logo will tell a reader the current status of a document and may also give the reader additional publication record information about the document. CrossMark will also work on PDF content that users have downloaded to their machines or devices.

"We're extremely happy that Wiley-Blackwell is participating in CrossMark and contributing to the pilot phase of the project," said Ed Pentz, CrossRef's Executive Director."CrossMark has the potential to provide significant value to researchers by alerting them to the current status of the scholarly literature they rely on."

Newton keeps Colts winless with 27-19 win (AP)

INDIANAPOLIS ? Cam Newton threw for 208 yards and ran for one score and DeAngelo Williams scored twice Sunday to help the Carolina Panthers hold off the winless Indianapolis Colts 27-19.

The Panthers (3-8) ended a 12-game road losing streak by winning outside Charlotte, N.C., for the first time since Dec. 27, 2009 when they beat the Giants in New York.

Newton was 20 of 27 and carried nine times for 53 yards. Williams ran 15 times for 69 yards including the game-sealing score -- a 2-yard TD run with 10:23 left in the game.

The Colts dropped to 0-11 for the first time since 1986 and have lost six home games in a season for the sixth time in the Indianapolis era.

Curtis Painter was 15 of 29 for 226 yards with one TD for the Colts and threw two late interceptions in the end zone, ending any hopes of a comeback.

Syria: Elite Military Pilots Reportedly Killed In Ambush

BEIRUT ? The Syrian armed forces say in a rare televised statement that six elite military pilots have been killed in an ambush.

Friday's statement said the attack happened the day before in Homs province and it marked a dangerous escalation in the conflict.

Syria is the scene of the deadliest crackdown against the Arab Spring's eruption of protests and international pressure has been mounting on President Bashar Assad to stop the bloodshed.

The statement warns Syria will "hit back" at any attempt to cause chaos.

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below.

BEIRUT (AP) ? Syria missed an Arab League deadline Friday to allow hundreds of observers into the country, prompting the bloc to consider economic sanctions against Damascus for its eight-month crackdown on dissent, a senior diplomat said.

The Arab League had given Syria 24 hours to agree to the observer mission, a humiliating blow to a nation that was a founding member of the Arab coalition.

But the Friday afternoon deadline passed with no word from Damascus, said Arab League Deputy Secretary-General Ahmed Ben Heli. Now, the bloc will meet Saturday to decide on sanctions that could include a freeze on financial dealings and assets.

Syria is the scene of the deadliest crackdown against the Arab Spring's eruption of protests, with the U.N. reporting more than 3,500 people killed in eight months. International pressure has been mounting on President Bashar Assad to stop the bloodshed.

Also Friday, a U.N. human rights panel expressed alarm at reports it received of security forces in Syria torturing children. The Geneva-based Committee against Torture says it has received "numerous, consistent and substantiated reports" of widespread abuse in the country.

Former ally Turkey ? now a leading critic of Assad's regime ? said allowing the observers would be a "test of goodwill" for Syria.

"Today is a historic decision day for Syria," Turkish Foreign Minister Ahmet Davutoglu told a joint news conference with Italy's new Foreign Minister Giulio Terzi Friday in Istanbul. "It must open its doors to observers."

Syria's state-run SANA news agency, however, dismissed the ultimatum, declaring Friday that the Arab League had become a "tool for foreign interference" and that it was serving a Western agenda to stir up trouble in the region.

Violence continued Friday, as activists urged protesters to flood the streets to support army defectors who have sided with the opposition.

Syrian security forces fired outside mosques in Daraa province ? apparently to prevent demonstrations by people leaving mosques after Friday afternoon prayers, activists said. Demonstrations were reported in Idlib province, which borders Turkey.

Some countries are exploring the possibility of stronger steps to force Assad's hand, with French Foreign Minister Alain Juppe calling for EU-backed humanitarian corridors to allow aid groups a way in.

Juppe called the situation in Syria "no longer tenable" and accused Assad's regime of "repression of a savagery we have not seen in a long time."

He told France-Inter radio he was in contact with partners in the United Nations, U.S. Secretary of State Hillary Rodham Clinton and the Arab League about the possibility of setting up the humanitarian corridors.

Juppe suggested that aid groups like the Red Cross could use the corridors to bring medical supplies to cities like Homs.

France, Syria's one-time colonial ruler, was the first country to formally recognize Libya's opposition in an early stage of Moammar Gadhafi's crackdown on protests. France played a prominent role in the NATO-led campaign of airstrikes against Gadhafi's forces.

But while the European Union said protecting civilians caught up in Syria's crackdown on anti-government protests "is an increasingly urgent and important aspect" of responding to the bloodshed there, it fell short of endorsing Julle's corridor.

Other countries have taken an unambiguous stance against intervention.

Last month, Russia and China vetoed a Western-backed U.N. Security Council resolution condemning the bloodshed in Syria. They have argued that NATO misused a previous U.N. measure authorizing the use of force to protect civilians in Libya to justify months of air strikes and to promote regime change.

They expressed fears that any new resolution against Syria might be used as a pretext for a similar armed intervention.

US court won't block its Texas redistricting map (AP)

AUSTIN, Texas ? A federal court refused late Friday to block a congressional redistricting map it drew up for Texas, rejecting a request from the state's attorney general just hours after the Republican accused the court of "undermining the democratic process."

Texas Attorney General Greg Abbott had asked the San Antonio-based court to stay the implementation of its interim map, which the court drafted when minority groups challenged the original plan passed by the Republican-dominated state Legislature.

The court-drawn map would ensure minorities made up the majority in three additional Texas congressional districts. If the 2012 elections were held under the court's map, Democrats would have an advantage as they try to win back the U.S. House.

Abbott said he would appeal to the U.S. Supreme Court. The court-ordered map will remain in place until the legal fights are resolved.

The court drew the maps after minority groups filed a lawsuit, claiming a redistricting plan devised by Republican lawmakers didn't reflect growth in the state's Hispanic and black populations.

In a court filing earlier Friday, Abbott accused the court of overstepping its authority.

"A court's job is to apply the law, not to make policy," he wrote. "A federal court lacks constitutional authority to interfere with the expressed will of the state Legislature unless it is compelled to remedy a specific, identifiable violation of law."

Abbott argued that the Legislature's map "incorporate constituents' concerns about communities of interest and proper representation." He said the court's departure from that map "not only undermines the democratic process, it ignores the voice of the citizenry."

Lawmakers redraw boundaries for the state's legislative districts every 10 years to reflect changes in census data. Texas' population boom in the last decade gave it four new U.S. House seats, which will be filled in the 2012 election.

Like other states with a history of racial discrimination, Texas can't implement those new maps or other changes to voting practices without federal approval under the Voting Rights Act. No federal approval, and looming deadlines for county election officials, made it necessary for the court to issue its own plans ? which could be implemented immediately.

Minorities currently are the majority in 10 of Texas' 32 congressional districts. The new court-drawn map would raise that to 13 out of 36 districts.

Republican lawmakers insist the maps drawn by the Legislature merely reflect the Republican majority in Texas. Experts say that under the legislatively approved map, three of the new seats would likely be won by Republicans.

When drawing the interim map, the court gave priority to ensuring minority voting strength was protected in the 2012 election.

In its own filing Friday, the NAACP cheered the court-drawn interim map as a "step forward for Texas." The group said it, "recognizes the growth of the minority population and takes significant steps toward remedying some of the startling lack of proportionality in the prior plans."

Obama vs. Romney in New Hampshire: Who Wins Their Match-Up? (ContributorNetwork)

Barack Obama visited New Hampshire two days after a key appearance by Republican presidential contender Mitt Romney. On Sunday, Romney was endorsed by U.S. Senator Kelly Ayotte at Nashua's City Hall. The following Tuesday, Obama delivered a speech at Manchester's Central High School urging the passage of his American Jobs Act.

New Hampshire hosts the country's first presidential primary on January 10, 2012. Both men finished second in the Granite State in 2008, Obama to Hillary Clinton and Romney to John McCain. While Obama turned his strong, second-place showing into the Democratic nomination, Romney remained a bridesmaid to McCain.

The Republican Party has a habit of nominating the runner-up candidate in the next open election year. So far, Romney has failed to capitalize on a solid core of support and emerge as the clear front-runner for the 2012 GOP Presidential nod. He has been tagged with the dreaded RINO label (Republican In Name Only) for governing as a moderate governor in liberal Massachusetts.

The two appearances in New Hampshire may be a preview of the November 2012 Presidential election.

The Manchester and Nashua events illustrated a substantial difference in style between two politicians, both of whom have been criticized by true-believers for betraying the core ideals of their parties. While Romney has been denounced by rock-ribbed Republican conservatives as a flip-flopping RINO, Obama has been scored by progressives for betraying the campaign platform he was elected on. Progressives think the President has been too friendly with Wall Street, too solicitous to the Pentagon, and too lax in fighting for tough environmental laws.

If the two are matched up in November 2012, it may all come down to a contest not of issues, but of style. Obama's appearance in Manchester, in which the President displayed a fire-in-the-belly that was perfect for prime time and showed him in full campaign mode, was in sharp contrast to the more subdued political pitch made by Romney in Nashua.

While Obama is cool, he can turn up the heat. The laid-back Romney, in contrast, comes across as cold. Most Republicans have not warmed up to him.

Obama roused an enthusiastic crowd with his rhetoric. He was back at being the master of the campaign trail. Romney, in contrast, was rather flat. To this observer, Mitt Romney's appearance in Nashua brought to mind Clint Eastwood's recent remarks about him: That if a movie-maker was looking for an actor to play the President, central casting would send over Mitt. Just what he stood for, Clint said, is anybody's guess.

Mitt Romney is a tall, handsome man with a friendly demeanor. When I first saw him campaigning in New Hampshire in 2008, I was struck by the fact that his good looks and carefully tailored appearance made him seem like a GQ Magazine model. At the Nashua event, he was paired with the tall and also good-looking Kelly Ayotte.

But there was something uncanny about the pair, something not quite human. Rather than fashion models, they struck me as two mannequins that had miraculously come to life and had escaped from Macy's. There was a plastic quality about both, and for a candidate for President of the United States going up against one of the great campaigners of modern times, Barack Obama, this could prove fatal.

The Hunger Games Cornucopia vs. The Thanksgiving Cornucopia

www.cambio.com:

One of the scenes we were most excited to see in the trailer for 'The Hunger Games' was in the final seconds of the video where Katniss is lifted into the arena and sees her competitors for the first time in the games, each standing on a pedestal, waiting to jump off and... well, kill her. It's called the cornucopia.

Palestinian membership threatening UNESCO programs (AP)

PARIS ? The Palestinians can raise their flag alongside those of 194 full-fledged nations at UNESCO after signing a document finally giving them a voice within the vast U.N. system, and pride across the Arab world but their membership is threatening pro-democracy projects around the globe.

Last month's decision by the Paris-based U.N. education and cultural organization to recognize Palestinians triggered an immediate funding cutoff by the U.S. that will force UNESCO to scale down literacy and development programs in countries like Iraq, Afghanistan or the new nation of South Sudan.

Palestinian Foreign Minister Riad Malki will be signing the so-called instrument of accession Wednesday in London where UNESCO was created after World War II. The Palestinian flag can then go up at UNESCO, but a date wasn't immediately known.

For some, the U.S. funds cutoff is counterproductive and risks scrambling the message America tries to project to the world. UNESCO works to turn child soldiers into unarmed schoolkids, teach Muslims about the Holocaust and ensure clean drinking water in volatile regions ? far from Israel and the territories the Palestinians want to call their nation.

After pounding at the doors of the United Nations in New York for full recognition, the Palestinians sought coveted U.N. access through the back door, requesting membership in UNESCO.

The funding crisis started immediately after the Oct. 31 vote that made Palestine a member of UNESCO, with two U.S. laws kicking in to stop the flow of U.S. funds for the organization. The United States contributes $80 million annually in dues ? 22 percent of UNESCO's overall budget ? and its 2011 contribution was not yet in when the laws took effect, immediately throwing UNESCO into crisis mode. Extra U.S. funds for special projects are also halted.

The U.N. Educational, Scientific and Cultural Organization is working to fill the money gap, even resorting to a newly created "click online and donate" site for individuals who might care to chip in. Appeals have gone out to member nations.

With the vote to admit Palestine, "some consider UNESCO as a hero, some as a villain," UNESCO Deputy Director-General Getachew Engida said.

"We're all caught in this cross-fire, unfortunately, and it is too bad. I'm an African and I feel the pain," said Engida, who is an Ethiopian.

UNESCO may be best known in the public mind for its program to protect the cultures of the world via its Heritage sites. But its core mission also includes life-sustaining activities like helping to eradicate poverty or ensure clean water as well as teaching girls to read and promoting freedom of expression and human rights. All these are essential elements of nation-building, and engendering a climate of peace and are in the public eye as the Arab Spring unfolds in painful fits of violence and hope in North Africa and the Middle East.

A grim reality is already setting in for many nations ? including those which voted for Palestinian membership ? particularly in projects where the United States was directly implicated.

A case in point is Iraq, where several projects are compromised and one may not see the light of day ? just as the United States completes its troop pullout by year's end.

The U.S. Army Corps of Engineers had promised $900,000 for the first phase of a project to strengthen Iraq's National Water Council, joining $500,000 in Iraqi funds to set up a database to track water supplies. Without the U.S. funds, the project is at risk, officials say.

Another $1 million in U.S. funds have been suspended for a project to promote public confidence in Iraq's judiciary system through training to make the country's Higher Judicial Council more transparent, and accessible. Since the contract was signed on Sept. 23, before the vote to accept Palestine to UNESCO, the final outcome is not yet clear.

South Sudan, which became an independent nation in July after decades of civil war with Sudan, is getting a bittersweet welcome to the organization it joined last month.

UNESCO Director-General Irina Bokova had pledged that that the organization "will stand with the people of South Sudan to strengthen their education system and support the training of teachers and education professionals."

But plans to help create the country's first Ministry of Education, a 10-year project by UNESCO's International Institute for Education Planning, is among those that may suffer without the U.S. funds.

"This is a country starting from scratch and it needs all the help it can get," said Engida, UNESCO's deputy chief.

In a nation of 8 million, more than 1 million primary school-age children in South Sudan are out of school, among them returning refugees. UNESCO is also looking to support disarmament and integration into society of child soldiers.

Officials has warned that the U.S. move jeopardizes programs in America's core interests.

"In my personal view, I don't think that withholding funds is in the interest of the United States," Engida said. "UNESCO works in close cooperation with the U.S. administration ... to advance on common shared values, on democracy, good governance, freedom of the press, education for all."

Even without its largesse, the United States remains a welcome member. It was voted to UNESCO's executive board 48 hours after pulling out its money.

While the click-to-donate program aimed at the public has reportedly brought in paltry sums, some nations are digging into their pockets, notably Indonesia with a pledge Tuesday of $10 million and Gabon with an early pledge of $2 million, according to UNESCO spokeswoman Sue Williams.

Engida says he remains optimistic.

"I still believe in the sense of humanity."

The Best Video Camera App for Android [Android App Directory]

The Best Video Camera App for AndroidUnfortunately, there's a serious lack of video recording applications for Android that build on the features of the stock app. Perhaps its because there are so many devices with so many different cameras, or perhaps its because the stock camcorder app does things so well. In any event, we found that the stock camcorder app offered the most control over the camera and got the job done with the least hassle or setup.

Platform: Android
Price: Built-In/Free

The Best Video Camera App for Android

  • Preinstalled on all Android devices running 1.6 and higher
  • Can record video in full HD if your hardware supports it
  • Allows you to tweak video recording quality to save space if necessary
  • Supports tap-to-zoom, and can use the phone's flash for continuous light while recording
  • Supports video stabilization and other effects (depending on hardware)

The Best Video Camera App for Android

This is one of those situations where the stock app is the best because it gives you all of the access to the features available on your Android device and because it's pre-installed. The stock camcorder app won't blow you away, and on most devices it only comes with the minimum required to quickly record and share video on the go, but that's enough for most people and it gets the job done. Part of the issue is that app developers can't inject features into a camcorder app that a specific handset doesn't support, so it's difficult to come up with camcorder apps that really enhance the recording experience without just adding software effects.

The Best Video Camera App for Android

The biggest drawback of the stock camorder app is that it's tied to the stock camera app as well. There are plenty of other great camera apps out there for Android, but to use the camcorder app, you have to launch the default camera app, or at least install a camcorder shortcut that will let you jump right to the video side of the app. Additionally, the fact that features vary in the camcorder app so greatly depending on the version of Android you're running and the ROM you're using means that some devices have solid, feature-rich camcorder apps with image stabilization, shooting grids, and brightness and contrast settings, while some budget Android devices have little more than a viewfinder with a record button.

Qik Video (Free), like most of the alternatives in this field, aren't so much alternatives but alternate interfaces for the camcorder that upload video directly to their services or allow you to share your video directly with a specific social network. Qik is a great option though, and provided you sign up for an account, the app can cut down on the wait time between shooting your video and having it posted on the internet where your friends and family can see it.

YouTube (Free) is another alternative, but on most devices the YouTube app simply interfaces with the built-in camcorder app and makes it easy to post your video directly to YouTube when you're finished recording. If your web video world revolves around YouTube, you may bypass the stock camcorder app entirely and just open the YouTube app to record and upload your videos in one stroke.

Sadly, this is a category where the richness of Android apps and the diversity of its development pool simply hasn't caught up. There is, however, a cottage industry of apps in the Android App Market that are designed to let you record video from your phone without being noticed, or record video from your camera while you use other apps on your phone's screen, turning your Android device into a spy-camera, but that's a different category entirely. Do you know a great camcorder replacement for Android, or an alternative that we couldn't find? Let us know in the comments below.

Federal judge denies bankruptcy for Harrisburg, Pa.

Harrisburg, Pa., cannot file for bankruptcy to get out of its $300 million?debt, a federal judge ruled Wednesday.

The ruling paves the way for a state takeover of?finances of the Susquehanna River city of 50,000.

The city in October became one of the most-high-profile cities to opt for the little used Chapter 9 of the U.S. bankruptcy code, most notably tapped nearly 20 years ago by Orange County, California.

But for Harrisburg, state law prevents authorization for using the Chapter 9, U.S. Bankruptcy Court Judge Mary France said in Wednesday's ruling.

"We are certainly disappointed at the judge's ruling and while we respect her opinions we will take some time after Thanksgiving to determine whether we want to file an appeal," said Brad Koplinski, a city councilman who voted for bankruptcy.

"We still believe that bankruptcy is the best option for the taxpayers of Harrisburg."

Mark Schwartz, a Philadelphia-based attorney who represents the city council members who voted in favor of a filing, said he is "leaning" toward filing an appeal, but has not decided yet.

The Pennsylvania capital's crisis has been a year in the making.

The city's?debt is tied to its nearly 40-year-old trash incinerator. Beset by environmental problems and fines for years, U.S. Environmental Protection Agency shut it down in 2003 with about $100 million in debt already piled on it, some of which had gone to finance other city projects.

The filing was seen as a barometer for other municipalities seeking potentially to tap this option to deal with mounting debts.

Jefferson County, Alabama, earlier this month filed a $3 billion Chapter 9 petition, the largest U.S. municipal bankruptcy in history.

MLB players, owners sign agreement

BC-BBO--Labor, 5th Ld-Writethru,1038MLB players, owners sign agreementEds: Updates.By RONALD BLUMAP Sports Writer

NEW YORK (AP) ? Baseball players and owners signed an agreement for a new labor contract Tuesday, a deal that makes baseball the first North American professional major league to start blood testing on human growth hormone and expands the playoffs to 10 teams by 2013.

The five-year deal collective bargaining agreement announced Tuesday, makes changes owners hope will increase competitive balance by pressuring large-market teams to rein in spending on amateur draft picks and international signings.

An initial positive test for HGH would result in a 50-game suspension, the same as a first positive urine test for a performance-enhancing substance.

"This was very important to me," baseball commissioner Bud Selig said. "This really is in everyone's best interest."

Random testing for HGH will take place during spring training and the offseason, but there is no agreement yet on random testing in-season. There can be testing at any time for cause.

"We've consulted with a lot of scientists on this, and we know there's a difference of opinion among scientists we've consulted," union leader Michael Weiner said. "We are sufficiently comfortable with the science to go ahead with testing, but we have preserved the right if there is a positive test for there to be a challenge ? if that's appropriate ? to the science at that point in time."

The sides will explore in-season testing, but the union wants to make sure it's done in a way that doesn't interfere with players' health and safety.

"The players want to get out and be leaders on this issue, and they want there to be a level playing field," Weiner said. "The realities, though, are that baseball players play virtually every single day from Feb. 20 through October. And that's unlike any other athlete ? professional or amateur ? who's subject to drug testing. We want to make sure that we're doing everything we can on the HGH issue, but that it be consistent with not interfering with competition and not interfering with players health and safety under those circumstances."

At a time when the NBA season is threatened by a lockout and NFL preseason was disrupted by labor strife, this deal ensures baseball will have 21 consecutive years of labor peace since the end of the 1994-95 strike.

"Nobody back in the '70s, '80s and early '90s, 1994, would ever believe that we would have 21 years of labor peace," Selig said.

The deal, which still must be ratified by the players and owners, is the first contract since Weiner replaced Donald Fehr as union leader last year.

As for the playoffs, there will be an additional two teams starting in 2012 or 2013 that will give baseball 10 of 30 clubs in the postseason. In the NFL, 12 of 32 teams make the playoffs. In the NBA and NHL, 16 of 30 advance.

MLB executive vice president Rob Manfred said a decision on whether the expanded playoffs would start next year likely will be made by the January owners' meeting.

The two wild cards in each league ? the non-first place teams with the best records ? will meet in a one-game playoff, and the winners will move on to the division series.

This agreement calls for the Houston Astros to switch from the NL Central to the AL West in 2013, leaving each league with three five-team divisions. It's baseball's first realignment since the Milwaukee Brewers went to the NL after the 1997 season.

In a change, teams will be allowed to have 26 active players for day-night doubleheaders, provided they are scheduled with a day's notice in order to give clubs time to bring up someone from the minor leagues.

On the economics, the threshold for the luxury tax on payrolls will be left at $178 million in each of the next two seasons, putting pressure on high-spending teams such as the New York Yankees, Boston Red Sox and Philadelphia Phillies not to raise their spending even more. The threshold rises to $189 million for 2014-16.

The minimum salary reaches the $500,000 mark in 2014, and then there will be cost-of-living increases in both of the following two years. There will also be a new "competitive balance lottery" that gives small-market teams extra selections in the amateur draft.

Major league free agent compensation will be completely revised in 2013, with a team having to offer its former players who became free agents the average of the top 125 contracts ? currently about $12 million ? to receive draft-pick compensation if a player signs with a new team. It eliminates the statistical formula that had been in place since the 1981 strike settlement.

In addition, the portion of players with 2-3 years of major league service who are eligible for salary arbitration will rise from 17 percent to 22 percent starting in 2013.

And there a new market disqualification test, preventing teams from large markets from receiving revenue-sharing proceeds ? and lowering the amount the big teams pay as long as they stay under the payroll threshold.

Owners achieved their goal of reining in spending on amateur players coming to the major leagues. For high school and college players taken in the June amateur draft, there will be five bands of penalties, starting with a 75 percent tax on the amount 0-5 percent over a specified threshold for each team next year, based on its selection spot. For teams going 5-10 percent over, the tax will rise to 100 percent and they will lose their next first-round draft pick. If a team goes more than 15 percent over, it could lose its following two first-round draft picks.

For players taken in the 11th round and beyond, teams may give them signing bonuses up to $100,000 without it counting against the new threshold.

Manfred said the amateur draft range will be up to $11.5 million next year. For players taken in the 11th round and beyond, teams may give them signing bonuses up to $100,000 without it counting against the new threshold.

For international amateur signings from nations such as the Dominican Republic and Venezuela, a luxury tax will begin with the July 2012-June 2013 signing season.

Elle Macpherson's adviser: Hacking cost me my job

(AP) ? Phone hacking by the media cost me my job advising Elle Macpherson, a business adviser told a U.K. inquiry Tuesday, describing how the Australian supermodel wrongly blamed her for leaking intimate secrets to the press.

Mary-Ellen Field told an inquiry into British media ethics that the leaks cast a shadow of suspicion over her, with Macpherson becoming convinced that Field was an alcoholic and ordering her to an American rehabilitation clinic. Field said she was shocked by the allegations that she was a drunk who'd been blabbing about her employer, but went along with Macpherson's recommendation because she needed her job.

"I have a severely disabled child who can never look after himself so walking away from a high-paying position is not a good idea," Field said.

The rehab was grueling ? she described it as being "like one of those CIA renditions, except they don't put you in chains" ? but it didn't do her much good.

Even though staff at the clinic said she was not an alcoholic, Macpherson fired her anyway, and Field lost her job at her firm shortly afterward. She told the inquiry there was no doubt the sacking was the result of what happened with Macpherson.

Field said her employer told her that "I'd been indiscreet, that the clients didn't trust me."

Although it has since emerged that the media leaks were the result of phone hacking not indiscretion, Field said she has not heard from fellow Australian Macpherson in years.

Field was one of several victims of press intrusion testifying Tuesday at Britain's Royal Courts of Justice. The inquiry was set up after the scandal over phone hacking and other underhanded tactics used at the News of the World, which was closed in July amid allegations of widespread criminality.

Among those due to testify Tuesday were British comedian Steve Coogan, soccer player Garry Flitcroft, and Margaret Watson, whose daughter Diane was stabbed to death at her Scottish school two decades ago.

The parents of murdered British schoolgirl Milly Dowler and film star Hugh Grant were the first victims to testify on Monday, with Grant being particularly scathing.

He described mysterious break-ins, leaked medical details and hacked voice mails. Grant attacked the Mail on Sunday tabloid, accusing it of spying on his conversations. The paper denies the charge, but lawyers at the inquiry said Tuesday the tabloid's response smacked of an attempt to intimidate witnesses.

David Sherborne and Neil Garnham pointed to an article on the Mail's website describing Grant's allegations as "mendacious smears driven by his hatred of the media."

"(Is) everyone who has the temerity to give evidence critical of the press is going to face this the following morning?" Garnham asked.

Sherborne also invoked the Mail article when he said many witnesses were worried about "the sort of intimidatory tactics that we've seen in the press this morning."

The Mail's lead counsel was not at the hearing but was expected to reply later Tuesday.
